The Canada Border Services Agency (CBSA) has announced an update on its plans for the launch of the CBSA Assessment and Revenue Management (CARM) digital initiative, aimed at modernizing the collection of duties and taxes for goods imported into Canada.

Initially scheduled to launch internally at CBSA on May 13, CARM’s rollout for trade chain partners has been rescheduled to October 2024. This decision comes amidst strike vote activity by the Public Service Alliance of Canada, with potential impacts on CBSA operations in case of a positive vote. The rescheduling aims to ensure adequate support for partners as they transition to CARM, maintaining current operations for trade chain partners until the fall.

CARM, after extensive consultation, technical working group sessions, and testing, boasts readiness for implementation. Over 71,500 importers are already registered in CARM, representing over 92 percent of imported goods volume. The initiative aims not only to protect and grow revenue but also to streamline processes, enhance compliance efforts, and provide better tools for importers.

Key benefits of CARM include the elimination of paper-based processes, improved tools for compliance and enforcement efforts, and enhanced functionality for importers through the CARM Client Portal. By identifying errors and discrepancies in duties and tax submissions, CARM will address concerns raised by the Auditor General of Canada regarding misclassification of goods.

The internal launch of CARM at CBSA on May 13 will mark a significant step towards better compliance. The Agency will utilize CARM to identify and rectify errors, working closely with industry stakeholders to ensure smooth implementation and maximize the initiative’s benefits.
