Most-Favoured-Nation Status for Russia and Belarus Withdrawn

Dear Valued Client,

Canada has withdrawn the Most-Favoured-Nation (MFN) status from Russia and Belarus, effective March 2, 2022. Here’s how it will affect those of you who import goods from the two countries:

  • All goods that originate in Russia or Belarus will lose their MFN status and corresponding tariff effective March 2, 2022. These goods must now be accounted for under the General Tariff, citing tariff treatment code 03.
  • This change does not apply to goods that were in transit to Canada on or before March 2, 2022. In transit means goods that were under the control of a carrier on or before March 2, 2022.
  • Importers should have proof that such goods were in transit to Canada on or before March 2, 2022. Proof may include but is not limited to: shipping documents; report of entry documents; and cargo control documents. Proof may be requested at any time by a Canada Border Services Agency (CBSA) officer.
  • To claim the MFN rate of duty for goods that were in transit to Canada on or before March 2, 2022, but accounted for on or after March 2, 2022, importers must complete Form B3-3, Canada Customs Coding Form.
