It’s been a busy week with news in the customs brokerage industry! You’ll find below some important updates and information surrounding CARM transition measures for the go-live in October (CN-24-27), updated processes for submitting Duties Relief Program applications, drawback claims and commercial temporary importations (CN24-28). Information on a new surtax (25%) on Steel & Aluminum products from China. As well, a reminder of the regulatory changes for steel imports surrounding COM (country of melt and pour) information required for clearance effective November 5, 2024. Importers & stakeholders are also welcomed to provide their feedback through a consultation period that begins August 24 and ends September 23, 2024.

Customs Notices Published

The Canada Border Services Agency (CBSA) has released Customs Notices CN24-27 and CN24-28, effective October 21, 2024, marking significant updates in border and customs procedures.

  • CN24-27 outlines transition measures to ensure seamless border operations and timely duty and tax payments following the implementation of the Customs Automated Risk Management (CARM) system. For more details, visit: CN24-27.
  • CN24-28 details the updated process for submitting Duties Relief Program (DRP) applications, Drawback claims, and commercial temporary importations under Tariff Item No. 9993.00.00. More information is available at: CN24-28.

Surtax on Steel and Aluminum Imports

Effective October 15, 2024, a 25% surtax will apply to imports of steel and aluminum products from China. The surtax will impact a wide range of tariff items, including but not limited to:

  • Steel ingots and coils (e.g., 7206.10.00, 7208.25.00)
  • Aluminum alloys and products (e.g., 7601.10.00, 7605.21.00)

Regulatory Changes for Steel Imports

Starting November 5, 2024, steel importers will need to provide country of melt and pour (COM) information under the Steel Import Monitoring Program. Proposed changes to General Import Permits No. 80 and 81 have been published in Canada Gazette Part I. Stakeholders are invited to review and comment on these changes by September 23, 2024.
